    And so it was: Thanks to the Make-A-Wish Foundation, on July 31 Arens took the stage at Philip H. Hanselmo & The Illegals' national tour kick-off show in Tulsa, Okla. Granted, those dependent clauses are largely inaudible to opponents of the Republican message ? all they hear is ?Give me more? and ?Make me give less? ? but most conservative Catholics I know comprehend the message in full and conclude that the economic ideas most supportive of Catholic social teaching involve free markets and limited government.

    Complicating matters further is that conservative Catholics are predisposed to appreciate the correlation between wealth and the formation of traditional intact families, so that, in their view, pocketbook issues and the social issues form (to borrow a phrase) a seamless garment. A child should have a father because to have a father is a unique good and, by the way, the kid is more likely to enjoy middle-class comfort now and in the future if his father is present.

    Fatherlessness underpins a great many social and economic ills, and government can do less to enable it. It can curb entitlement programs whereby the state, assuming the role of the adult male in the household, supplies ?bureaugamy? where healthy marriage is lacking. But that?s it. The etiology of the problem is primarily cultural, and so will be the solution. If conservative Catholics loosen their ties to the Republican party, it will be not because the pope, to whom they are loyal, is urging them to care for the poor but because they have decided to go easy on politics, at least for a while, in order to concentrate on the culture, which they?ve been losing for generations. It may well be generations before their labor in that realm bears much fruit again ? which is to say, not in their lifetimes, but in the long run.

    City officials from Gifu asked Mallory to visit to talk about what Cincinnati has done and is doing to keep from staying ?quiet,? said Steve Rindsberg, chairman of the Gifu Sister City Committee. He will be touring various businesses and government departments to give speeches.

    ?In some respects, Gifu has some of the same problems we do,? Rindsberg said. ?People are moving out to suburban communities. There was once a thriving downtown area, and it?s gotten kind of quiet. They?re seeing good things [in Cincinnati] and they want to see what they can do.?

    Mallory left Sunday and returns Monday. ?Gifu and Cincinnati are splitting the cost of the trip.

    Listed in his itinerary are designated snack times and quantities for small gifts to give at each location.

    It is the 25th anniversary of Cincinnati?s union with Gifu as sister cities.

    (AP) ? The Nigerian village that suffered one of the world's worst recorded incidents of lead poisoning is now habitable and doctors can start treating more than 1,000 contaminated children, a doctor and a scientist from two international agencies said Friday.

    For some, it already is too late to reverse serious neurological damage, said Dr. Michelle Chouinard, Nigeria country director for Doctors Without Borders, told The Associated Press on Friday.

    Some children are blind, others paralyzed and many will struggle at school with learning disabilities, she said.

    Doctors Without Borders uncovered the scandal in 2010 but nothing was done until this year about the worst-affected village, Bagega, because the federal government did not provide a promised $3 million, the group said.

    The poisoning caused by artisanal mining from a gold rush killed at least 400 children, yet villagers still say they would rather die of lead poisoning than poverty, environmental scientist Simba Tirima told the Associated Press Friday. Villagers make 10 times as much money mining as they do from farming in an area suffering erratic rainfall because of climate change, he said.

    Managing five landfills with some 13,000 cubic meters (nearly 460,000 cubic feet) of highly contaminated soil, and teaching villagers how to mine safely are major challenges to prevent new contamination, he said.

    "That's a big, big worry. But I am joyful that for the kids who will be born in Bagega, we have at least removed one of the major strikes against them because they have so many strikes against them ? nutritional problems, diseases ..." said Tirima, who is the field operations director in Nigeria for TerraGraphics International Foundation.

    The Moscow, Idaho-based foundation advised Nigeria's northern Zamfara state government and oversaw the 5 ?-month cleanup, or remediation, of Bagega that ended two weeks ago.

    There, people were exposed to mindboggling rates of lead contamination: Some residential soil with up to 35,000 parts per million of lead and the processing area with over 100,000 parts per million, Tirima said. The United States considers 400 parts per million safe for residential soil.

    At the peak of the gold rush, Tirima said, more than 1,000 itinerant miners and followers were camped around the village ? deep in the countryside, beyond the reach of paved roads and electricity and quite cut off in the rainy season when dirt roads become impassable.

    Despite its remote location, the booming economy attracted people from Burkina Faso, Mali and Niger to Bagega, which also drew many locals as a regional commercial center with a primary and high school, a hospital and weekly market. In addition, cattle herders and nomads came here to water their animals at a reservoir so dangerously contaminated it killed goats and cows.

    The entire human population of 6,000 to 9,000 was exposed, including some 1,500 children under the age of 5. Human Rights Watch said the death toll of 400 was only an estimate as villagers initially tried to hide the deaths, fearing the government would stop their illegal mining. The group said it was the worst epidemic of its kind in modern history.

    The government released money for the cleanup in February, Doctors Without Borders began prescreening in March and found that nearly every one of 1,010 children tested need therapy, Chouinard said. Of them, 267 are severely contaminated and will get chelation ? where medication binds the lead to a child's blood and helps them to eliminate it faster from their system.

    All the children had more than the international standard maximum of 10 micrograms per deciliter of lead in their blood. Some had as much as 700 micrograms per deciliter, she said. The children will have to be treated for one to two years, she said.

    The more basic methods used to get at gold helped cause the poisoning. Some women used hammers to beat open rock ore. Others used some of the 60 grinding mills at a processing area adjacent to the village and water reservoir, Tirima said.

    Many took the rocks that carried high concentrations of lead into their homes for processing. The poisoning was facilitated because the particular lead compounds are very toxic and easily absorbed into the body, unlike other forms of lead, Tirima explained.

    His TerraGraphics Foundation has trained dozens of Nigerians to clean up any future contamination.

    Government officials initially reacted by trying to enforce a ban on illegal mining. When that did not work, they promised to find other sources of income for villagers, but nothing has happened in a country where corruption is endemic.

    Tirima pointed to mounting evidence linking lead poisoning to crime waves and said he fears for the community when their poisoned children grow up.

    Facebook's resurgent stock closes above IPO price of $38 for 1st time since market debut

    MENLO PARK, Calif. - Facebook's resurgent stock has closed above its IPO price for the first time since the online social networking leader made its debut on Wall Street more than 14 months ago.

    The shares gained 56 cents to finish Friday's session at $38.05. That's the stock's highest closing price since ending its first day of trading at $38.23 in May of last year.

    Facebook Inc. priced its initial public offering at $38 per share amid lofty expectations that investors would be clamouring to buy a stake in one of the world's best-known websites. Instead, trading glitches marred the company's stock market debut and then worries about Facebook's growth prospects triggered a sell-off that dropped the stock as low as $17.55.

    The stock began soaring last week when Facebook reported better second-quarter earnings than analysts anticipated. The report for the three months ended in June showed that the Menlo Park, Calif., company is selling more ads on smartphones and tablet computers, allaying fears that Facebook wouldn't be able to make money off the growing number of its more than 1.1 billion members who regularly check into the social network on mobile devices.

    More than 40 per cent of Facebook's ad revenue flowed from mobile devices in the second quarter, up from 30 per cent during the first three months of the year.

    The accelerating growth on mobile devices is the main reason that Facebook's stock has jumped 44 per cent since it announced quarterly results on July 24.

    Many of my antique collections have come from my father?s side of the family since his sister saved everything.? However, this is one collection that I get to thank my British mom for saving and shipping to the United States.?? Her father, grandfather AND great-grandfather were builders.?? I have some fond early memories of my grandfather, Fred Chick.? I remember the smell of his tools in his small, brick, detached garage (which he pronounced ?gar-ridge?).? I remember nailing scraps of wood together and making unrecognizable, unusable objects that he praised highly.

    Here he is, pipe in hand, enjoying himself at his local pub in the early 1960s.

    His father, George Chick, built these homes in the Leckhampton area of Cheltenham, England.

    These simple homes would be called duplexes in America but are called ?semi-detached? in England.

    My mom had her father?s tool box refinished for me as a Christmas gift one year.? It held this panoramic view of homes that he built in the 1940?s close to the Cotswold village of Stow-on-the-Wold.

    The old box also held a few of the tools that I love so much.? Mom actually shipped over many more and for now they are stored in totes.

    This large plane is being measured by one of his folding rulers.?? An early version of our current ?retractable? measuring tapes?

    My favorites are the planes with varying profiles used for molding and trim.? His mother, Emily, had 14 children and not only did his father build homes to support them but also made cabinetry and coffins.?? His mother, by the way, also ran a laundry out of their home.?? I suppose they had lots of little hands to help!

    Tool loss and theft was probably as much of an issue back then as it is now.? Men had metal stamps made with their names so that they could mark their tools. ?This plane bears his name and what I believe is a cancelling stamp made over the name of a previous owner.

    Size marks such as this ?1 IN? ?were also stamped into a tool.

    I also enjoy handling these metal tools, some of which were made by Edward Preston & Sons, Ltd. in Birmingham.

    It is not surprising that my mom went on and married a builder ? an American, though.? I know that my dad and his father-in-law had lots to talk about regarding the history of the trade and the differences between both sides of the pond.? In fact, a business that I have in addition to my auto repair shop is a modular home business here in the Lowcountry, Headwater Homes.? I only wish my father and grandfather were around to talk with.? ?Mom has some memories but it?s not like firsthand experience.? ?However, I am so very grateful that she saved these ?tools of the trade?.

    FDA issues new rules for labeling 'gluten-free' foods

    WASHINGTON (Reuters) - Labels declaring foods to be "gluten-free" will need to meet new standards set by the U.S. Food and Drug Administration.

    The standards, announced on Friday, are designed to protect patients with celiac disease, an inflammatory condition of the intestine triggered by gluten, a protein found in wheat, barley and rye. It affects about 3 million people in the United States.

    Under the new rules, any food bearing a gluten-free label must have less than .002 percent of gluten. The European Union and Canada have implemented the same gluten-free standards.

    Food manufacturers have one year to comply with the rule. Labels that boast "no gluten," "free of gluten" and "without gluten" must also meet the standard.

    "It's enormously important for these people to have as much variety to choose from as possible," Michael Taylor, the FDA's deputy commissioner for foods and veterinary medicine, said in an interview.

    The FDA believes most foods with a gluten-free label currently meet the standard, Taylor said.

    Gluten-free labeled foods have not previously been subject to a legal standard, posing a danger for many celiac patients, said Francine Fazio, vice president of the Celiacs Resource Group, a support group for celiac patients.

    "It's so hard to go through the aisles and buy foods that are safe and tasty," Fazio said. "Now we can buy food with confidence that's safe to eat, just like the general public."

    Consuming gluten can cause nutritional deficiencies in celiac patients and lead to osteoporosis, stunted growth, infertility, miscarriages, intestinal cancers and other health problems, according to the FDA.

    Gluten is naturally present in wheat, rye, barley and hybrids. It is also sometimes present in vitamin and nutrient supplements, lip balms and some medications.

    The FDA began examining potential regulations more than six years ago when Congress passed the Food Allergen Labeling and Consumer Protection Act, requiring the FDA to develop guidelines for gluten-free labels.

    The agency proposed gluten-free regulations in 2007 but did not finalize them. The delay came from scientific assessments, interaction with the celiac community and a safety assessment to validate 20 parts per million as a safe cut-off level, Taylor said.

    More than 95 percent of celiac patients go undiagnosed, according to the National Institutes of Health. Undiagnosed celiac disease can quadruple the risk of death, according to studies from the Mayo Clinic.

    A-Rod may lose $100 million if banned from baseball

    As Major League Baseball reportedly prepares to penalize Alex "A-Rod" Rodriguez for his connection to defunct clinic Biogenesis, the New York Yankees' third baseman, baseball's highest-paid player, stands to lose millions.

    Rodriguez, 38, earned $30.3 million from June 2012 to June 2013, mostly from his salary, according to Forbes. He ranks 18th overall on Forbes' list of the highest paid athletes in the world. He also has stakes in businesses and real estate holdings.

    Rodriguez, who has dated actresses Cameron Diaz and Kate Hudson, is notorious for his high-flying lifestyle. His car collection includes a luxurious, black Maybach 57s, known to have a price tag of more than $400,000.

    Though Rodriguez signed the two biggest contracts in baseball history -- $252 million with the Texas Rangers in 2000 and $275 million with the Yankees in 2007 -- he earns very little in endorsement deals.

    Rodriguez did sign an endorsement deal with Vita Coco in 2011 even though he was in investor in that coconut water's biggest competitor, Zico.

    Rodriguez could not be reached for comment. His attorney did not immediately respond to a request for comment.

    He previously had endorsement deals with Nike and Rawlings, but those companies dropped him in recent years, said Forbes' Kurt Badenhausen.

    Badenhausen said Rodriguez's assets are "small potatoes" compared to his baseball income.

    Despite being sidelined for the start of the 2013 season following hip surgery, Badenhausen said Rodriguez now has more than $100 million in future salary obligations on the line with the Biogenesis case.

    ESPN's Darren Rovell said Rodriguez' earnings will be affected based on whether he is suspended and for how long. A lifetime suspension would cut off his major source of income, but not his only source. He also has real estate holdings, a construction company, Newport Property Construction, and a Mercedes-Benz dealership in League City, Texas, near Houston.

    "But he has his name on these things, and any other negative damage to his name could affect them," Rovell said.

    The slugger poured millions into custom renovations at his nine-bedroom, Miami Beach, Fla., home, which he sold for $30 million this year. He bought it for $7.4 million in 2010.

    If the league imposes a major ban on Rodriguez, such as a lifetime suspension, Rovell said, there will bound to be a major legal battle with not only A-Rod's legal team, but the Major League Baseball Players Association.

    "Baseball has the strongest union of all major sports unions," Rovell said.

    MARGARET Thatcher secretly considered the use of troops to break the miners? strike, according to newly released government papers.

    Documents released by the National Archives at Kew, west London, show the extent of the planning by Mrs Thatcher?s Conservative government for the decisive showdown with the miners which helped define her political legacy.

    The papers show that ministers and officials repeatedly warned that a confrontation with the National Union of Mineworkers (NUM) and its left-wing leader, Arthur Scargill, was inevitable.

    Mrs Thatcher, who had been a minister in Edward Heath?s government in the 1970s when it was brought to its knees by a miners? strike, was only too well aware of the stakes involved.

    In February 1981 ? less than two years into her premiership ? she had been forced to cave in to the NUM?s pay demands, aware that the government was unprepared to withstand a prolonged conflict. Behind the scenes, however, a secret Whitehall working group ? codenamed MISC 57 ? was established to lay the ground for the battle to come.

    Plans were set in train quietly to purchase land next to electricity power stations ? which were nearly all coal-fired ? so that coal could be stockpiled to keep them running through a strike.

    The group also began the expensive process of converting stations to dual-firing so that they could run on oil if coal supplies were exhausted. MISC 57 discussed using troops to move coal stocks, although officials were unenthusiastic, warning that it would be a ?formidable undertaking?.

    In a memorandum dated 27 October 1983, a PL Gregson at the Cabinet Office noted: ?To move half a million tonnes of coal per week ? twice as much as was transported by road during the rail strikes earlier this year, when power stations were not picketed ? would involve 4,000-5,000 lorry movements per day between pitheads and power stations continuously for 20 weeks. The law and order problems of coping with pickets not just at the power stations but also at the pitheads would be enormous and would arise from the very outset of the strike.

    ?A major risk might be that power station workers would refuse to handle coal brought in by servicemen in this way.?

    The following day, however, a meeting of senior ministers chaired by Mrs Thatcher ruled that, while they might be able to rely on existing coal stocks in the early stages of a strike, planning for the use of troops should continue.

    ?It was agreed that it might be necessary to examine more radical options for extending endurance, including the use of servicemen to move pithead stocks to power stations by rail and road,? the minutes noted.

    As the government moved towards the general election of 1983, preparations for an expected conflict over its programme of closing pits considered uneconomic was stepped up.

    In January 1983, energy secretary Nigel Lawson said while the National Coal Board (NCB) was still not yet confident of winning a strike, they needed to be ready for a decisive showdown after the election.

    ?While the board are currently thinking a national strike would last for two months, I believe it could well be longer. We would certainly need to be prepared for it to be longer,? he wrote in a memorandum to Mrs Thatcher.

    ?If Scargill succeeds in bringing about such a strike, we must do everything in our power to defeat him, including ensuring that the strike results in widespread closures.?

    His view was echoed by John Vereker, a member of Mrs Thatcher?s policy unit who also served on MISC 57, although he was far from sanguine about the outcome. He wrote: ?It does seem considerably less likely that we could bring the Coal Board anywhere near breakeven without winning a strike, and that of course carries the major risk that embarking upon and then losing a strike is the most expensive option of all.?

    Two months later, however, in a memorandum dated 11 March 1983, he was much more optimistic. ?There is some way to go, but it looks as if we can achieve nine months of endurance at very little cost on top of what we have already incurred: and twelve months? endurance at an additional cost of ?70 million for further coal stocking capacity.?

    Grenada fallout

    IT WAS the moment the fabled partnership between Margaret Thatcher and Ronald Reagan almost hit the rocks.

    The US invasion of the Caribbean island of Grenada in 1983 came as a bitter shock to the Prime Minister, who was appalled at the US military intervention in a Commonwealth state. Official papers show how the president gave her virtually no time to object before committing US forces. The crisis erupted when a group of what Mr Reagan referred to as ?leftist thugs? seized control of the island.

    At 7:15pm on 24 October, Downing Street received a cable saying he was giving ?serious consideration? to a request from the Organisation of Eastern Caribbean States to intervene and asking for Mrs Thatcher?s ?thoughts?. She was composing her reply when at 11pm a second telegram was sent saying he had decided to ?respond positively? to the request.

    Hague ?gimmick? dismissed

    William Hague?s first attempt to enter the world of Whitehall politics was blackballed by Margaret Thatcher, newly-released government papers reveal.

    Mrs Thatcher had been among those cheering the future foreign secretary when, as a 16-year-old schoolboy, he delivered a barnstorming speech that took the Conservative Party conference by storm.

    However, the then prime minister was rather less impressed when ? as a 21-year-old Oxford graduate ? he tried to secure a prestigious posting as special adviser to the Chancellor of the Exchequer.

    Papers show she angrily blocked the move, denouncing it as a ?gimmick? and an ?embarrassment? to her government.

    ?When I spoke to you less than three months ago we were all enjoying the warmth and fellowship of a family Christmas. Our thoughts were concentrated on the strong links that bind each generation to the ones that came before and those that will follow. The horrors of war could not have seemed more remote as my family and I shared our Christmas joy with the growing family of the Commonwealth.

    Now this madness of war is once more spreading through the world and our brave country must again prepare itself to survive against great odds.

    I have never forgotten the sorrow and the pride I felt as my sister and I huddled around the nursery wireless set listening to my father?s inspiring words on that fateful day in 1939. Not for a single moment did I imagine that this solemn and awful duty would one day fall to me.

    We all know that the dangers facing us today are greater by far than at any time in our long history. The enemy is not the soldier with his rifle nor even the airman prowling the skies above our cities and towns but the deadly power of abused technology.

    But whatever terrors lie in wait for us all the qualities that have helped to keep our freedom intact twice already during this sad century will once more be our strength.

    My husband and I share with families up and down the land the fear we feel for sons and daughters, husbands and brothers who have left our side to serve their country. My beloved son Andrew is at this moment in action with his unit and we pray continually for his safety and for the safety of all servicemen and women at home and overseas.

    It is this close bond of family life that must be our greatest defence against the unknown. If families remain united and resolute, giving shelter to those living alone and unprotected, our country?s will to survive cannot be broken.

    My message to you therefore is simple. Help those who cannot help themselves, give comfort to the lonely and the homeless and let your family become the focus of hope and life to those who need it.

    As we strive together to fight off the new evil let us pray for our country and men of goodwill wherever they may be.

    Global Water Shortages Grow Worse But Nations Have Few Answers

    As we have been hearing, global water shortages are poised to exacerbate regional conflict and hobble economic growth. Yet the problem is growing worse, and is threatening to deal devastating blows to health, according to top water officials from the U.S. State Department and the U.S. Agency for International Development (USAID) who spoke before a House panel hearing today. Ever-rising water demand, and climate change, are expected to boost water problems worldwide, especially in countries that are already experiencing shortages. Globally, the world is on track to meet the Millennium Development Goal of halving the number of people unable to reach or afford safe drinking water by 2015, but it still must make strides to improve global sanitation, says Aaron Salzberg, the State Department's Special Coordinator for Water Resources. In addition to supply problems, unclean water causes more than four billion cases of diarrhea a year which lead to roughly 2.2 million deaths, and most are in children under the age of five. "The magnitude of it is extraordinary." says Christian Holmes, global water coordinator for USAID. The hearing comes on the heels of stark reminders of the current water shortages that are apparent across the globe. Pakistan, one of the most water-stressed countries in the world, is on the brink of crisis. A recent report from the Asian Development Bank, highlighted by The Atlantic, states that the country's emergency water reserve only has enough supply for 30 days - more than 30 times below the 1,000-day recommendation for similar countries. Pakistan, the report states, is "not far from being classified as 'water scarce,' with less than 1,000 cubic meters per person per year." Among other factors, climate change is affecting snowmelt and reducing flows into the Indus River, the area's main water source. USAID expects its programs to provide a minimum of 10 million people with sustainable access to improved water supply by 2018.It also plans to provide 6 million people with sustainable access to improved sanitation by that time, according to the agency's new water and development strategy, its first. It is also supporting regional discussions on water scarcity issues. Despite such a large effort, almost 800 million people lack access to safe water, and more than double that number are unable to access sanitation. And without big changes, two-thirds of the world's population is expected to be living under "severe water stress conditions" by 2025, according to USAID. To alleviate more of that stress, USAID will work with other countries to use emerging science and technology to track the problem and prepare communities to adapt. It will continue to share NASA Earth Science and satellite data about water supply throughout the world to help detect and prepare for future threats. It will also help nations translate that data into decision-making for aid and how to better alert communities about likely food shortages. At the hearing, House members pressed speakers for information on tools they might need to better address the problem. Answers, however, are challenging to come by, says Holmes, "It really doesn't lend itself to easy fixes." Moreover, when water shortages threaten to elevate tensions where the supply is scarce it can be challenging to provide assistance. "Many countries view water as a sovereign issue and discourage outside intervention," Salzberg says. Last year the U.S. government invested more than $700 million in global water activities as part of its congressionally mandated requirement to make global water aid a specific policy objective of U.S. foreign assistance. About 27 percent of those funds went to sub-Saharan Africa, where needs continue to be particularly dire. In 20 African countries, more than 30 percent of the population does not have access to safe water, and in seven of those countries more than half the people lack access to safe water, according to Salzberg. China and India are also experiencing unprecedented strain on water supplies, due to water shortages fueled by climate change, urbanization and massive industrial growth. Indeed, rising demand for water-hungry foodstuffs like beef coupled with already scarce water resources paint a stark picture. Despite a continued focus on water issues, barely a dent has been made in the problem, says Oregon Rep. Earl Blumenauer (D), who today introduced new legislation with Rep. Ted Poe (R-Texas) geared toward furthering U.S. water assistance and ensuring that work will have measurable impact. "We've just moved the needle a little bit, and in some cases--like the area of sanitation--we are at risk of falling behind because of rapid urbanization.
