The council also approved the production of 3,000 megawatts of electricity from Napier grass - a tall, leafy wild vegetation also known as elephant grass.

He added that the government had already piloted 10 projects of Napier-grass-based power production in different locations in order to collect data. The grass was planted on different types of land - arid areas, wet areas, and low-yield rice-plantation areas. About 800 rai (128 hectares) of wet area is expected to yield grass amounts equivalent to producing 1MW of electricity, while arid areas may require 1,000 rai to produce grass equivalent to 1MW.

The government will offer price guarantees to those planting Napier grass of Bt300 per tonne based on a feed-in tariff of Bt4.50 per unit, he said. The guaranteed price is higher than for some economic crops. Napier grass can be harvested many times a year and with low production costs.

Twarath said the government had promoted the production of CBG from Napier grass and other plants to tackle the shortage of NGV in some areas. It has targeted the establishment of 200 CBG stations in areas away from established gas pipelines, especially in the southern part of the Northeastern region and the remote provinces in the Northern region, by 2021.

The production cost of CBG is Bt15-Bt19 per kilogram, higher than that of NGV. But it is commercially viable if PTT purchases the gas in areas outside the pipelines and sells it - as the cost is lower than transporting gas from the end of the pipelines to these remote provinces. The transport of NGV from Khon Kaen to Mukdahan is higher than Bt20 per kilo.

If the CBG can be produced for less than that, it can compete with NGV.
